2021年4月船舶拍賣市場評述
4月,在國內散貨運輸需求增長和外貿運輸市場強勢表現的帶動下,市場運力依舊偏緊,散貨運輸價格高位波動。由于工業用電依舊處于高位,煤炭價格居高不下且仍有一定上漲空間,下階段,“迎峰度夏”即將來臨,電廠加快補庫節奏,煤炭市場持續升溫。受高運價影響,船東信心較足,買船熱情較高,但市場在售船舶有限,本月船舶拍賣項目較上月有所減少??傮w來看,中國船舶拍賣市場累計拍賣48艘次,成交29艘次,成交率60.4%,起拍價累計約67207萬人民幣,成交額累計36345萬人民幣,拍賣艘次雖不及上月,但成交額仍保持上漲。
一、沿海運價持續高位,船東惜售情緒較濃
本月內外貿運輸市場繼續延續上月走勢,運價高位波動,二手干散貨船詢盤較多。根據拍船網(www.shipbid.net)統計數據,4月,中國船舶拍賣市場累計拍賣48艘次,環比減少30艘次,同比增加18艘次。其中,干散貨類船舶拍賣12艘次,環比減少7艘次,液貨類船舶拍賣5艘次,環比增加4艘次。成交率方面,本月累計成交29艘次,環比減少14艘次,成交率為60.4%,成交率環比有所上升。
拍賣成交金額環比繼續增長。4月,中國船舶拍賣市場起拍價累計約67207萬人民幣,環比增加26642萬人民幣,同比增加46729萬人民幣;成交額累計36345萬人民幣,環比增加2573萬人民幣,同比增加33879萬人民幣。

二、內外貿干散貨運輸市場火爆,液貨運輸市場較為平靜
煤炭需求未因氣溫上升而回落,總體呈現“淡季不淡”的走勢,煤炭、鋼材價格連破新高,鐵礦石等原材料價格也處于高位,促使國內運輸市場運力持續緊張,干散貨運價居高難下,船東買船熱情較高,二手干散貨船交易市場一船難求。液貨運輸市場則相對平穩,原油價格較前期有所上漲,成品油價格相應走高,但下游市場總體需求穩定,運價波動不大。
司法拍賣方面,本月拍賣船舶27艘次,成交13艘次,起拍價總額40296萬元,成交總額4210萬元;商業拍賣方面,本月拍賣船舶21艘次,成交16艘次,起拍價總額26911萬元,成交總額32134萬元。本月司法拍賣成交船舶有限,而商業拍賣項目增幅明顯,成交額環比增幅達47.7%。
重點船舶拍賣情況,干散貨船舶方面,“華融5”5.27萬噸散貨船以11340萬人民幣成交,溢價率達48%,“新海洲29”2.2萬噸散貨船以4825萬人民幣成交,“金誠18”3.5萬噸散貨船以9130萬人民幣成交。油運船舶方面,油運船舶成交依舊低位,“和宇17”油船以395萬人民幣成交。其他船型方面,工程船和客滾類船舶本月成交較少,分別成交3艘次和2艘次,漁業用船拍賣項目較多,但成交僅4艘次。

Monthly Analysis of Ship Auction Market in China
April 2021
In April, driven by the growth of domestic and foreign bulk transport demand, fleet efficiency remains tight which makes the freight rates fluctuating at a high level. Coal prices remain high and still have some room to rise because of the high industrial electricity consumption. With the summer approaching, power plants accelerate the pace of coal replenishment which makes the coal market continually heat up. Affected by high freight price, shipowners are confident and eager to buy ships, but there is few ships available in the market. There is less ship auction projects in April than last month, with a total of 48 auctions and 29 transactions, with a transaction rate of 60.4%. The total starting price was about ¥672.07m, while the total transaction price was ¥363.45m. Although the number of auctioned ships is less than last month, the transaction price keeps rising.
The costal freight rates fluctuate at a high level, and the shipowners are reluctant to sell ships.
The domestic and foreign trade market of April keeps up the positive trend, with freight rates fluctuating at high level, and there are more inquiries for second-hand bulk carriers. According to data from www.shipbid.net1, the total ship auctions of April are 48, which decrease 30 MOM but increase 18 YOY. Among them, the bulk carrier auctions are 12, which decrease 7 MOM. The chemical & tanker auctions are 5, which increase 4 MOM. In terms of transaction, there are 29 ships sold, which decrease 14 MOM, with transaction rate of 60.4%, slight increasing from last month.
In April, the price of ship auction continues to rise. The total starting price is approximately ¥672.07m, which increases ¥266.42m MOM and ¥467.29m YOY. The total transaction price is ¥363.45m, which increases ¥25.73m MOM and ¥338.79m YOY.

The dry bulk transportation market is booming, while the liquid cargo transportation market is relatively quiet.
Although the temperature is rising, the demand for coal remains high even in the off-season. The prices of coal, steel and raw materials such as iron ore have continually broken new records which make the domestic transportation capacity tight and freight prices high. Under this situation, shipowners are more enthusiastic about buying ships but there is not much ships available in the second-hand exchange market. Meanwhile, the liquid cargo transportation market is relatively stable. The price of crude oil has risen slightly, and which of product oil has also risen. However, the overall demand of the downstream market is stable so the freight rate of tankers slightly fluctuates.
In terms of judicial auction, there are 27 ships auctioned in April, of which 13 are sold. The total starting price is ¥402.96m, and the total transaction price is ¥42.10m. In terms of commercial auctions, there are 21 ships auctioned, of which 16 are sold. The total starting price is ¥269.11m, the total transaction price is ¥321.34m. There is few judicial auctions in April while commercial auctions increases significantly, with the transaction price increases by 47.7% MOM.
Followed are some specific auctions. In terms of bulk carrier, the 52,700DWT bulk carrier “HUARONG 5” is sold at ¥113.40m, with a premium rate of 48%. The 22,000DWT bulk carrier “XINHAIZHOU 29” is sold at ¥48.25m. The 35,000DWT bulk carrier “JINCHENG 18” is sold at ¥91.30m. In terms of tanker, the transaction of it remains low, with the "HEYU 17" tanker sold at ¥3.95m. In terms of other ships,there are 3 engineering ships and 2 ro-ro passenger ships sold in April, which is fewer than last month. Besides, there are many fishery ships auctioned but only 4 are sold.
